How to read these numbers: A purposive, publicly sourced case library, not a probability sample: counts describe the library, not market share. Monetary figures mix investment, revenue and user metrics — treat them as magnitude markers and defer to the verbatim description and source link.

What happened

Alibaba Cloud partnered with Singapore's national AI programme AI Singapore to build the regional multilingual model Qwen-SEA-LION-v4 (released November 2025) based on Tongyi Qwen3-32B: post-trained on more than 100 billion tokens of Southeast Asian language data, covering Indonesian, Malay, Thai, Vietnamese, Burmese, Filipino, Tamil, and other languages; it offers 4-bit/8-bit quantised versions that can run on consumer-grade laptops, is freely available via Hugging Face, and has topped the SEA-HELM leaderboard among open-source models of the same class.

Localisation & innovation

A regional adaptation paradigm of joint post-training with the host country's national AI institution, led by local-language corpora; the shift of the SEA-LION v4 foundation model from a Western model to China's Qwen is seen as a landmark regional win for China's open-source ecosystem

Sources & notes

Record note: Additional note: source_date is precisely 2025-11-24; entry_year = 2025 refers to the year of this project, not the year Alibaba Cloud entered Singapore (Alibaba Cloud's Singapore business and international headquarters predate 2025 by a considerable margin). When cross-referencing with the Alibaba Cloud Singapore AIGCC entry, please do not double-count this as the market-entry year. The firm said in a statement,判为逐字转载通稿,非独立;SCMP 正文自陈 Alibaba Group Holding owns the South China Morning Post,股权同源与事实同源双重失败。 本次改动:reliability 由 High 降为 Medium(复核员明确要求立即执行、不设三个月观察期),n_sources 由 3 改为 1(按事实源头数计)。

Large Models / Generative AIGovernment / Project-based Cooperation2025

Zhipu AI has prioritised Southeast Asia in its overseas expansion: it has established offices in Singapore and Malaysia, operates joint 'innovation centres' in Indonesia and Vietnam, and promotes localised sovereign AI agents to multiple national governments; its Hong Kong IPO prospectus confirms that the company is involved in building 'national- and city-level foundation model platforms' in Southeast Asia. In the first three quarters of 2025, revenue from private (on-premises) large-model deployments in Malaysia and Singapore was nearly RMB 18 million (approximately US$2.6 million), making these its only overseas private-deployment markets besides the United States.
