Global South·Southeast Asia·Group: Alibaba

How to read these numbers: A purposive, publicly sourced case library, not a probability sample: counts describe the library, not market share. Monetary figures mix investment, revenue and user metrics — treat them as magnitude markers and defer to the verbatim description and source link.

What happened

Alibaba Cloud deployed its City Brain platform in Kuala Lumpur, Malaysia -- City Brain's first expansion beyond Greater China (an agreement had already been signed with Macau in August 2017) -- with the Malaysia Digital Economy Corporation (MDEC) and Kuala Lumpur City Hall (DBKL). Reported deployment figures are media-reported rather than company-disclosed.

Localisation & innovation

The first complete overseas export of China's City Brain solution, adapted to Kuala Lumpur's traffic scenarios — a landmark early case.

Scale

Phase 1 reported in Jan-2018 media as ~500 traffic CCTV feeds + ~300 traffic-light junctions inside the KL inner ring road (Lowyat.NET / Digital News Asia, 2018-01-29 — NOT in the Alibaba press release); ITU (2020-04-07) reports the actual starting base as 382 camera feeds + 281 traffic-light junctions. Tianchi programme target of 500 data professionals and 300 startups within two years IS verbatim in the Alibaba Cloud press release.

Sources & notes

Record note: Resolves 'to be verified': continuation IS documented — ITU (2020-04-07, 'Kuala Lumpur to build City Brain with Alibaba Cloud') shows the project still being implemented in 2020, with 382 camera feeds / 281 junctions, i.e. it progressed beyond the announcement stage. Post-2020 status still not established. 据此本次修改:deployment_status 由 Landed 降为 Announced-concrete;reliability 由 High 降为 Medium(宣布事实有独立署名记者支撑故不降 Low,降级后亦解除「企业自家材料充当 Landed 主来源」与码本规则 4 的冲突)。
