What happened

In December 2020, 335 Huawei facial-recognition cameras went live under the Naypyitaw 'Safe City' project, covering 8 townships; the AI system is capable of recognizing faces and license plates, at a cost of over 4 billion kyats (approximately US$2.9 million). Mandalay subsequently signed a similar project agreement with Huawei (2 billion kyats, covering 3 townships). The equipment was mainly manufactured by Huawei, while local companies handled construction of the control center and installation.

Sources & notes

Record note: Addendum: there is a discrepancy in the reported amount — Myanmar Now states 'over 4 billion kyats (approximately US$2.9 million),' while HRW (2021-03-12) states the project cost was 'US$1.2 million.' When used, this should be noted with Myanmar Now as the primary source, flagging the discrepancy. All other details (335 cameras, 8 townships, went live on 2020-12-14, Linn IT Solution/Naung Yoe, 60-day retention, Mandalay 2 billion kyats/3 townships) have been individually verified as accurate.
